Two years Full time Post Graduate Diploma/Post graduate Degree in Human Resource Management / Business Management/ Rural Management/ Social Work/ Rural Development/ Development Studies/Public Administration from a recognized institute/universities with minimum 7 years’ of relevant post qualification experience in the area of Social/ Rural Development projects/MGNREGA /IAY/PMAY/Food Security

Requirements

S/he should have minimum 5 Years experience in the field of social audit and rights based activities. S/he should have minimum 5 years of proven administrative ability, knowledge and skills in accounting, holding human resource at state level .Preference will be given to candidates having experience in externally aided (WHO, World Bank, etc) Govt. projects & programs. Or Retired or Working Central/State government officers with minimum 7 Years of experience at district and state level. Out of this, S/he should have minimum 2 Years experience in Rural Development/Social Welfare/Other Development Sector and 5Years experience in administrative responsibility.

Computer Skills – Sound Knowledge of MS Office environment. Language Skills – Good writing and oral skills in both English and Hindi.

Responsibilities

Social Audit Advisor will be full be responsible for provide the required management and facilitation support for all the activities related the social audit in the state and coordinates with districts under the guidance of Directors SAS. • To promote technical guidance regarding schemes and support to the Society • To monitor and appraise the performance of the concern social audit team on concurrent basis and would do the needful • To ensure that the social audit team abides by the code of conduct as laid down in the policy document. • To facilitate coordination between the team and the implementing agency for better observer of the state government for the piloting the social audit. • To coordinate the Pachayats and block level hearings and shall prepare the social audit report. • To verify the recommended the claims submitted by the concern VRPs, BRPs and DRPs for the payment on the basis of their attendance and performances • To support in smoothing policy direction and social audit design • Preparation of Annual Implementation Plan (AIP) for the state • To undertake extensive field visit to ensure the quality of project/program interventions. • To liaison with Civil Society Organizations (CSOs) in the state to ensure effective partnership between the SAS and CSOs. • To inculcate the grassroots experiences into the design, development and framing of various strategies, social audit manuals, rules, guidelines etc. • To evaluate and review the social audit process and the resource persons and to be part of annual report preparation. • To be responsible for MIS management activities, facilitating reviews at various project level and documentation work. • To be responsible for streamlining information flow through periodic compilation of progress, periodic analysis of data based on project indicators of the project and circulation of the same both downward and upward to all concerned. • To be responsible for documenting identified best practices of the project along with anchoring studies, process monitoring and periodic evaluation at district level. • Development of a Perspective Plan for the Information system management. • Development of periodic Action/ Work Plans for MIS Entry/Update in different modules under IMIS of MGNREGA,IAY/PMAY, SBM(G) and their integration with the Rural Development Department’s overall Perspective and Action/ Work Plans, including perspective and action plan sought to central & state Government, Development Partners and others as directed by the Reporting Authority. • Periodic tracking of implementation of proposed Action & work Plans. • Timely maintenance of MIS, comprehensive, complete, updated and easily retrievable information/ data relating to MGNREGA and other schemes • To ensure timely submission of information on physical and financial progress and identified monitoring parameters to the Central and State Government and others as directed by the Reporting Authority. • To assist districts in updating MIS baseline data • To undertake extensive field visit to ensure quality project/program interventions.
